One of the two National Guard members shot in Washington DC on Wednesday has died, President Donald Trump confirmed. Twenty-year-old Sarah Beckstrom succumbed to her injuries, while 24-year-old Andrew Wolfe is “fighting for his life”. Both soldiers were shot at close range near Farragut Square, close to the White House, and the suspect—29-year-old Afghan national Rahmanullah Lakanwal—was arrested at the scene. The attack led to rapid responses from law enforcement, and officials later announced multiple policy actions, including suspending immigration processing for Afghans and re-examining green cards for migrants from 19 countries. Trump also vowed to “permanently pause” migration from all “third world countries”.
(२) Causes of Events and Topics or Issues
The immediate cause of the policy changes was the shooting carried out by Mr Lakanwal, who arrived in the US in 2021 under Operation Allies Welcome, a programme protecting Afghans who worked with US forces. He reportedly once worked with the CIA and Afghan partner forces at Kabul airport during the Taliban takeover. The shooting was viewed by the Trump administration as highlighting major national security risks. Officials cited this incident to justify suspending Afghan immigration processing, tightening vetting protocols, and reconsidering the immigration status of people from several countries, including Afghanistan, Cuba, Haiti, Iran, Somalia, and Venezuela. Political leaders also framed the attack as evidence of failures in screening and oversight.
(३) Lessons to Be Learned from Events and Topics or Issues
The incident demonstrates the vulnerability of security personnel and the need for consistent, thorough vetting in immigration systems, especially for individuals arriving through special protection programmes. It highlights how isolated acts of violence can quickly influence national policy, sometimes before motives or full circumstances are known. The event also underscores the importance of balancing national security concerns with fairness toward migrants who assisted the US in conflict zones. Additionally, it reveals the need for careful, evidence-based policy responses that avoid generalising entire groups based on the actions of one individual. The tragedy reinforces the importance of supporting families of service members and ensuring safer operational environments for deployed personnel.
